Stage 1 - Review of Government information licensing practices
Stage 1 of the project, completed by the QSIO with the assistance of Crown Law, identified that there was no consistent approach to the licensing of information by state government agencies when disseminating to other government jurisdictions, the private sector or the community, and that this was creating inefficiencies within and between agencies and cost to business and the community in dealing with government.
The project conducted research into best practice in information licensing throughout the world and recommended that the State government further investigate the adoption a single open content information licensing model, based on the Creative Commons approach. The concept of Creative Commons originated in the United States and open content licensing arrangements have been adopted in 51 countries.
